Jim Hester, Ph.D, Director of the Health Care Reform Commission for the Vermont State Legislature. Former Acting Director of the Population Health Models Group Innovation Center at the Centers for Medicare & Medicaid Service, (CMS).
Jim Hester, Ph.D., stepped down in February as the Acting Director of the Population Health Models Group within the Center for Medicare and Medicaid Innovation at CMS. Before the Population Health Models Group was created, he was Senior Advisor to the Director of the Innovation Center and instrumental in building the Center. He was particularly involved in the development of the delivery system transformation and payment reform initiatives such as ACOs and medical homes.
In Dr. Hester’s 35 years of experience in the health care field he delved into health services research and teaching, and has held faculty appointments at the University of Vermont, University of Cincinnati, Harvard School of Public Health and the University of Massachusetts.

Overview of two major initiatives which are designed to drive improved Triple Aim performance
- Blueprint for Health program by the state of Vermont to create and diffuse an enhanced primary care model
- Community health system infrastructure and financial model to support and reward improvements in population health
