Luis is a results-oriented public health doctor with 20 years of experience managing health programmes in multicultural environments in Africa, Latin America, the Caribbean and New Zealand. Luis is passionate about working with communities to reduce inequities in health and to participate in planning and responding to humanitarian crisis. Luis has previously worked with the World Health Organisation providing support to countries and regional institutions (Trinidad and Tobago) for the strategic planning and development of operational plans for HIV / STI within the health sector. Luis worked for 15 years with Doctors Without Borders becoming the medical director of the Spanish section. Luis is also an honorary senior lecturer for the University of Auckland, lecturing in the Master Programme in Global Health. Luis obtained his MBChB in 1981, specialised in Emergency medicine in 1987 at University of Oviedo, Spain and continued with a Masters in Public Health in 2005 at the University of Otago, New Zealand.
